For the purpose of the 29th summer Olympic Games Beijing 2008, this International Competition for Concept Design of Beijing "City Landmark" 2008 is organized by Beijing Municipal Planning Commission as authorized by Beijing Municipal Government. The competition, which is open to globe-wide design organizations and individuals, including teachers and students, in the field of architecture, art, engineering and other relevant disciplines, is intended to solicit design of a landscape landmark, and to enrich the urban landscape of the Olympic Green.
Application for competition will be accepted as from July 22, 2005, and the result will be announced on September 9, 2005, with credentials and money awards given to the winners of 6 excellence and 10 encouragement prizes at the same time. The works will be shown to the public.

INSTRUCTIONS TO COMPETITION

1. PROJECT DESCRIPTION
Name of Project: Beijing "City Landmark" 2008
Location of Project: Olympic Green in Beijing (refer to the map attached)

2. PURPOSE OF COMPETITION
(1) Reflect the urbanization achievement of new Beijing and the cultural spirit of the Olympics, and provide a new sense of urbanization and a valuable legacy of the Olympic movement;
(2) Continue and enhance Beijing?.s city axis, improve the landscape of the Olympic Green, and enrich its cultural, leisure and other functions;
(3) Reflect the aim of "Green Olympics, High-tech Olympics, and People?.s Olympics", and set an example of sustainable development by making full use of the latest scientific and technological achievements in environmental protection and building.

4. APPLICATION FOR COMPETITION
Application for competition will be accepted at this website only (linked to the page for application), with a number obtained for that purpose.
Time for application: July 22 to August 22, 2005 (Beijing Time throughout this document).

5. TIMESCHEDULE
The schedule of competition is arranged as follows:
July 22 to 24:00 August 22, 2005 Apply for competition
Before 24:00 August 31, 2005 Submit Design Proposal
September 9, 2005 Announce competition result

6. DESIGN PROPOSALS
6.1 Contents of Design Proposals
(1) The conception and theme of the Design Proposal are at the disposal of the Participant, who shall give a name to his subject concept. Limitations are not provided herein in respect of the form of design and the level of detail, but due consideration shall be given to the achievability and the functional demands, such as commercial service, landscape, and exhibition. The Design Proposal shall include design descriptions and drawings.
(2) The design descriptions (not more than 1,000 Chinese characters or 700 English words) shall cover the theme, concept, technique, and characteristic of design.
(3) Exhibition panels of the design drawings shall reflect the creativeness and characteristics of the theme, the location in the plot area, and the urban spatial relationship with the building environment in the surroundings.
6.2 Submission of Design Proposals
(1) Exhibition Panels: Two A1 (841x594 mm) standard light-duty exhibition panels containing the original design drawings shall be furnished for the purpose of exhibition. Such shall be prepared to have a horizontal layout, and numbered, using Arabic numerals, at the lower right-hand corner.
(2) Electronic File: Two sets of electronic files of the same design drawings and descriptions submitted for competition, saved with CD-ROM (above 300dpi), shall be furnished by the Participant.
(3) Language: All documents shall be prepared in both Chinese and English.
(4) Metric unit: Units of the international standard metric system shall be applied to the Design Proposals.

7. SUBMISSION OF DESIGN PROPOSALS
(1) Submission
Each Participant shall only submit a single scheme for competition, and meet the format, number of copies, and level of detail as set forth herein. The exhibition panels shall not bear the Participant?.s name or any other mark that may identify the Participant, except for being marked "International Competition for Concept Design of Beijing "City Landmark" 2008:CDesign Proposal for Competition". The Design Proposals received will be renumbered by the Organizer.
(2) Time and place for submission
The Design Proposal submitted by the Participant (including A1 exhibition panels and electronic file) shall be delivered to the designated address before 24:00 August 31, 2005.
Any Design Proposal submitted later than the deadline for submission or in any way other than as provided herein will not be accepted.
(3) Any Design Proposal delivered to the Organizer later than the deadline for submission (24:00 August 31, 2005) will be neither considered for evaluation nor returned to the Participant.

8. EVALUATION OF DESIGN SCHEMES
(1) Organization of evaluation
The Organizer will establish a special independent Jury to evaluate the design schemes. The Jury will be composed of 9-11 well-known architects, artists, and others.
(2) Principles of evaluation
The design schemes shall reflect the theme of "Green Olympics, High-tech Olympics, and People?.s Olympics", show respect for the local culture, meet the principle of "orienting to people", show the harmonious relationship between people, nature and architectural environment, and represent outstanding characteristics and creativity. The Jury will evaluate and vote on the Design Schemes on the basis of the "principles of evaluation" provided herein, on the principle of objectiveness, fairness, and equity, and recommend the prize-winning excellent schemes.
(3) Announcement of evaluation result
The result of evaluation will be announced before September 9, 2005.

9. PRIZE AND PAYMENT
The Jury will elect 6 design schemes of excellence, which will be allowed for the forthcoming bidding for in-depth design of the implementation scheme, and 10 encouragement prizes, with a money award of 30,000 RMB for each of the prizes of excellence and 5,000 RMB for each of the encouragement prizes.
Money award will be paid in RMB to local Participants or in USD to foreign ones (including those from Hong Kong, Macao and Taiwan). The exchange rate of RMB against USD will be the middle rate published by the State Foreign Exchange Administration at the date of announcement of the evaluation result.

11. SUPPLEMENTARY PROVISIONS
Any dispute arising out of in relation to the competition shall be settled in Beijing by applying the law of the People?.s Republic of China. The final right of interpretation of this competition belongs to Beijing Municipal Planning Commission.
All Participants shall be considered to have agreed and accepted all the terms and conditions prescribed herein.
All and any works submitted for competition will not be returned.
